Proposals should be mailed or hand delivered to the Elmira Water Board, 261 West Water Street, Elmira, New York 14901 in a sealed envelope titled: "Financial auditing services for the years ending December 31, 2010, 2011, and 2012". Proposals will be publicly opened and read aloud on the due date and time listed above. Late proposals will not be accepted. The Elmira Water Board has the right to reject any or all proposals and to waive technicalities.

Attention of Proposers is particularly called to the requirements for ensuring that employees and applicants for employment are not discriminated against because of their age, race, creed, color, national origin, sexual orientation, military status, sex, disability, domestic violence victim status, martial status, Sabbath observance or religious practices, prior arrest or conviction record, predisposing genetic characteristics, or other unlawful conduct. We are encouraging W-MBE participation.

Each proposer submitting a proposal to the Elmira Water Board shall properly execute and attach thereto, the Certification regarding Equal Employment Opportunity, standard Non-Collusive Proposal Certificate, and Waiver of Immunity.

Also be advised that Statement of Compliance with Section 3, Housing and Urban Development Act of 1968 is now mandatory with new procedure regarding Equal Opportunity (11246) in proposal condition areas.
